ANNOUNCEMENT REGARDING RESTRAINT & SECLUSION
Dear
Friends,
On
March 3, 2010 the United States House of Representatives
took a bold step forward and passed H.R. 4247, moving this
legislation closer to becoming federal law. The next part
of the process now rests in the hands of the Senate Health,
Education, Labor and Pension (HELP) Committee members. The
cooperation of these individuals, along with the help of
all Senators, is needed to move the bill's counterpart,
S. 2860, out of committee.
We
are asking you to join us in a National Call-In
Day on Wednesday, March 24, 2010, to tell your
Senators to support the Keeping All Students Safe Act (formerly
the Preventing Harmful Restraint and Seclusion in Schools
Act), S.2860, introduced in December 2009 by Senator Chris
Dodd (D-CT). This legislation would provide students with
and without disabilities vital protections against abuse
in schools.
The passage of this bill will occur in stages, so we ask
that you assist with what's most important now: informing
your Senators about the importance of this legislation and
getting their sponsorship on the bill now!
This will go a long way in encouraging the Senate HELP committee
to take action on S. 2860.

Please
call this coming Wednesday and encourage your friends, family
and coworkers to participate by dialing the Capitol Switchboard
at 202-224-3121 and asking for your Senators to Co-Sponsor
S. 2860.

Information : On December 9, 2009, Senator Chris
Dodd (D-CT) introduced legislation to prevent the harmful
use of seclusion and restraint on students.
The Preventing Harmful Restraint and Seclusion in Schools
Act would help ensure the safety and security of both
teachers and students by preventing and reducing the use
of restraint and seclusion techniques in schools. The legislation,
which was
also introduced in the House of Representatives today by
Congressman George Miller (D-CA), would also provide
proper training for school personnel who impose these techniques,
in order to ensure the safety of students and educators
alike. To

BIOSCalvin is an
attorney with ADHD and a disabled Vietnam veteran. Calvin
has been a lawyer for 27 years, the last 18 years spent
working exclusively on issues related to people with
disabilities including 10 years with Michigan Protection and
Advocacy Service and the last 8 years in private practice.
The Respect ABILITY Law Center is a vehicle he created to
advance the civil, service and support rights for people
with disabilities and their families.
Tricia is and always will be Jessica's Mom. Tricia
obtained her expertise in special education, community
supports and parent advocacy through her direct efforts for
Jessica and her family. She was the Director of Training at
Michigan Protection and Advocacy Service for 6 years, and
the Director of Family Services for Michigan's Parent
Training and Information Center. Tricia has worked as a
consultant for the Beach Center on Disability at the
University of Kansas and at Exceptional Parent Magazine.
Calvin and Tricia are proud team members of Our
Children Left Behind who fought to preserve the protections
in IDEA '97. They also have been active in efforts in
Michigan and nationally to eliminate the use of seclusion,
restraints and aversives in public and charter schools; and
have made presentations on the dangers of
restraint/seclusion/aversives nationally. The Respect
ABILITY Law Center is an original member of Alliance to
Prevent Aversive Intervention and Seclusion. |
